For five days from November 11 to 15, 2025, Mr. Oguma, President of our company, visited Israel as a member of a delegation organized by the Japan Nuclear Shelter Association. This visit was a valuable opportunity to directly confirm on site the state of shelter facilities, ventilation and protection technologies, and civil defense in Israel, an advanced country in the field of disaster prevention and crisis management.

An atmosphere that can only be felt on site

This visit was conducted at a time when Israel is under a severe security situation. The presence of the military can be felt in the streets, and security checks at the airport are much stricter than in Japan. On the other hand, the urban areas are cleaner and more orderly than I had imagined, and I got the impression that people's lives are more relaxed.

However, one only needs to be there to know that living prepared for sudden sirens and emergency alarms is part of "everyday life.

Inspection Day 1

Visit to Rambam Health Care Campus

Designed to be used as a parking lot in normal times but transformed into a full-fledged medical facility in just a few hours in case of emergency, it was actually used during COVID-19.

Visit Beth-El Industries

Beth-El Industries is one of the largest shelter ventilation manufacturers in Israel, delivering to more than 100 countries around the world.
He explained that the company has nuclear, biological, and chemical (CBRN) filtration technology, and that many shelters in Israel are installed in close proximity to residential floors as well as basement floors.

Along with changes in the global situation, we reaffirmed that the concept of CBRN countermeasures differs from country to country, and we also reaffirmed the importance of selecting technologies tailored to the Japanese market.

Ambassador Nii and many other diplomats gave us very valuable perspectives on Israel's civil defense policy, international affairs, and security cooperation with Japan.
At a dinner hosted by the Embassy, we also exchanged views on the initiatives and expectations of Japanese companies from the perspective of disaster and crisis management.

Second day of inspection

Home Front Command (Civil Defense Command)

In Israel, an independent chain of command is in place to ensure the safety of civilians.
The Home Front Command was amazed at the level of national framework that we do not see in Japan, with its unified management of evacuation and protection guidelines, building codes, and even alarm systems.

    An organization that promotes the development of technology at the national level. First-hand confirmation of the state-of-the-art in crisis management technology.

    Learn the theoretical background of urban defense systems and disaster preparedness from the researcher.

  • - IAI (Israel Aerospace Industries)
    A number of technologies were presented that work in conjunction with shelter operations, including disaster command systems and monitoring technologies.

  • - ORTECH
    We gained a better understanding of consumer products, including individual protective devices and material technology.

Third day of inspection

Tour of Defense Data Center

During our visit to the historic city of Jerusalem, we were exposed to an atmosphere of religious and cultural complexity and tension.
The tour of the Defense Data Center also provided an opportunity to see examples of information management and warning systems in urban defense.

Learning and Challenges as a Product Manufacturer

In Israel,
